Japan’s horse-racing industry has been directly affected by the 2026 Kumamoto Earthquake（令和8年熊本地震）, with the Japan Racing Association keeping one of its local betting facilities closed while also committing money to affected communities.
JRA（日本中央競馬会） announced that WINS Yatsushiro（ウインズ八代）, its off-track betting facility in Yatsushiro City, would not operate on August 8 and 9 because of the earthquake.
The venue had already been closed for the previous racing weekend, August 1 and 2.
JRA has not yet announced when normal operations at WINS Yatsushiro will resume.
¥16 million split across Kumamoto
The operational disruption has been followed by direct financial support.
On August 6, JRA announced ¥16 million in earthquake relief, divided between three local governments:
¥10 million — Kumamoto Prefecture（熊本県）
¥5 million — Yatsushiro City（八代市）
¥1 million — Kumamoto City（熊本市）
JRA also said this would not be the full extent of its response.
The organisation plans additional support through horse-racing events, with details to be announced separately.
That means the ¥16 million is JRA’s direct contribution to the affected governments, while further fundraising or support connected to racing activities could follow.
Why Yatsushiro stopped operating
The earthquake struck Kumamoto Prefecture at around 16:27 on July 28.
Japan’s Meteorological Agency recorded a magnitude 7.1 earthquake, with a maximum seismic intensity of 7 on Japan’s shindo scale in parts of the prefecture.
A tsunami advisory was also issued for the Ariake and Yatsushiro Sea area immediately after the earthquake.
Yatsushiro sits inside the affected region, and the disruption to ウインズ八代 has therefore lasted considerably longer than a precautionary closure immediately after the quake.
JRA first cancelled operations for August 1 and 2, then extended the shutdown through the following racing weekend.
The earthquake sequence has also continued after the main shock, with hundreds of smaller earthquakes recorded across the affected area.

Horse racing joins the regional response
JRA is not the only major Japanese sports organisation directing money toward Kumamoto.
Other sporting bodies have also announced financial support, but JRA’s position is slightly different because the disaster has interrupted part of its own betting infrastructure at the same time.
WINS facilities form part of JRA’s nationwide network for selling and paying out horse-racing bets away from racecourses.
In Yatsushiro, that local operation has now been unavailable for two consecutive racing weekends while JRA directs relief money back into the same region.
The next development to watch is practical: when WINS Yatsushiro can reopen, and what JRA’s promised race-linked support will actually involve.
