This August, Japan’s two designated testing bodies issued results for 163 pachislot submissions, but only 16 were found compliant—a combined approval rate of 9.8%. The result was slightly better than July, yet still left approvals below 10% for a second consecutive month. Pachinko performed better, with 23 compliant results from 109 tests, or 21.1%.

The figures do not mean that 147 finished products have disappeared permanently. They reveal something more complicated: the repeated and expensive process separating a machine designed by a manufacturer from one legally available to Japan’s halls.

The first gate

Pachislot is legally classified as a reel-type gaming machine (回胴式遊技機). Before launching a model, its manufacturer submits the design and physical test units to an organisation authorised by Japan’s National Public Safety Commission (国家公安委員会).

There are currently two principal testing bodies: the Security Communications Association, commonly known as 保通協 (Hotsukyo), and GLI Japan.

Their role is not to decide whether a machine will be commercially successful. They test whether the submitted type meets the technical standards established under Japan’s amusement-business regulations.

The assessment combines documentation review, physical inspection and operational testing. Examiners compare the machine against its submitted specifications, inspect its control components and verify its behaviour through practical and simulated play.

Among other matters, the process examines payout performance over different periods, the operation of winning combinations, internal controls and whether components could permit unauthorised modification.

The reasons reported for unsuccessful pachislot tests illustrate how specific the process can become. Recent cases have included payout behaviour exceeding regulatory values, discrepancies involving control-ROM data and structures that allowed a ROM to be removed without leaving evidence.

A machine can therefore fail because its underlying game mathematics exceed a limit, but also because its physical construction or documentation does not correspond precisely with the unit submitted for examination.

Failure is expensive, but not necessarily final

A non-compliant result does not permanently prohibit the underlying product. The manufacturer can modify the machine and submit it again.

However, a new submission means another place in the testing queue, additional engineering work and another fee. Hotsukyo lists the test fee for a microprocessor-equipped pachislot type at JPY1.628 million—approximately US$11,000—before considering internal development costs or the commercial consequences of a delayed release.

This is also why the monthly statistics need careful interpretation. The 163 August results should not automatically be read as 163 entirely separate machines. The totals may contain revised versions or repeated submissions of concepts that previously failed.

Nor does a 9.8% approval rate prove that halls will immediately face a shortage of new products. Manufacturers frequently plan several submissions around a release pipeline, knowing that not every version will pass on its first attempt.

What the figure does show is how little of the material passing through the testing system currently emerges successfully.

Passing the test is not the finish line

A compliant result from Hotsukyo or GLI Japan is only the first major regulatory gate.

The manufacturer must then apply for type certification (検定) from a prefectural Public Safety Commission. Once that stage is completed, a hall seeking to install the machine must obtain the necessary local approval through the police administration responsible for its premises.

The practical route is therefore:

manufacturer development → designated type testing → prefectural certification → hall installation approval → commercial launch

A delay near the beginning can move the entire schedule. That matters to manufacturers relying on a sequence of new releases, but also to halls planning floor replacements around promotional campaigns, customer demand and the transition towards smart pachislot (スマスロ).

August’s results do not establish that Japan’s pachislot pipeline has stopped. They do show why announcing a machine and delivering it to gaming floors are very different things.

Between those two points sits a technical process in which almost nine out of every ten August results failed to clear the first gate.
